About East Bay Community Action Program
Our Children and Youth Services offer a range of programs to support the healthy development of children before birth through age 25. Our programs focus on enhancing parent-child relationships, teaching evidence-based curriculum, and building a child's skills.
One of our key programs is Baby Steps, which provides parents with the tools they need to understand their child’s development. Through Head Start, Parents as Teachers and Healthy Families of America, children are taught the importance of developing healthy lifestyles as they grow and develop.
At East Bay Community Action Program, we strive to make life better for everyone in our community. Our Children and Youth Services provide support to children and parents from before birth through age 25. With a range of programs focused on improving the health, social, and educational outcomes of our children, we are committed to creating a better future for our young community members.

Head Start, Early Head Start and Pre-K Early Childhood Education
EBCAP Head Start, Early Head Start and Pre-Kindergarten Early Childhood Education Programs provide high quality comprehensive early childhood education services for eligible families and children from prenatal to age five. We partner with parents to teach children the skills and abilities needed for success in school and life. Together with our community, we support parents to keep children safe, healthy, and well.
KIDS CONNECT Behavioral Health
KIDS CONNECT, a program administered by the Rhode Island Executive Office of Health and Human Services, provides needed supports to help children with behavioral, developmental, or specials needs successfully participate in childcare programs. These services are provided through a select number of DCYF licensed childcare centers, including EBCAP’s Head Start Program.
Youth Center
The Youth Center provides a full range of educational, vocational, and wraparound support services. It serves 300 youth and young adults aged 14-24 who live in the East Bay. The program also offers adult mentors who support youth to achieve their educational and/or vocational goals. The Youth Center works with local high schools and has partnership agreements with schools in East Providence and Newport. A Youth Career Specialist, whose office is located at the Greater Newport Chamber of Commerce, works with the Chamber and area businesses to find jobs and internships for the youth and young adults served. This creative and unique partnership also addresses employment needs of Newport County businesses.
