Since 1967, Community Action Programs Inter-City (CAPIC) has been devoted to ending poverty in Chelsea, Revere, and Winthrop. A board of twenty-one community-based directors, representing public, private, and low-income sectors, governs CAPIC.
CAPIC provides housing services to residents of East Boston through its local program and twenty-five other regional communities, as well as weatherization services to eighteen local communities. This organization is determined to identify and eliminate the causes of poverty in the area for a brighter future for all.
Head Start is a federally funded comprehensive child and family development program serving low income families with children between the ages of three to five (3-5) years old.

The CAPIC After School Program offers a safe, nurturing and educationally appropriate environment for school aged children whose parents are working or attending school full time.
