In 1976, Communities for People (CFP) was founded to address the needs of youth in Massachusetts who had been in trouble. Realizing that living in the community was more beneficial than residing in institutions, CFP created community-based residential programs. Four years later, CFP expanded its services to Rhode Island.
In 1993, CFP merged with Integrated Foster Care and in 1997 with Special Adoption Family Services. These two mergers broadened the services CFP could offer, allowing for more comprehensive support. Additionally, CFP collaborated with The Providence Center to create Placement Solutions, which managed the services for the Rhode Island Department of Children, Youth, and Families (DCYF). In 2010, Placement Solutions became an independent entity.
Through their innovative and comprehensive programs, CFP has been able to make a positive impact on the lives of troubled youth. By providing residential programs and a continuum of services, CFP has been able to help vulnerable individuals receive the support they need to reach their full potential.

Short-Term Assessment and Reunification (STAR)
The STAR (Short Term Assessment & Reunification Program) offers immediate access to a safe, structured, community-based residential setting for youth 12-18 years old. The program provides family support and help stabilizing youth quickly and assesses their needs. The program immediately engages parents/caretakers with the goal of rapid reunification. The program serves youth and families who require physical separation for a brief respite when other traditional and home-based efforts have not succeeded.

Transition Treatment Program (TTP)
The Transitional Treatment Program (TTP) is a community-based residential program serving males and females from 16 to 20 years old with chronic and/or severe mental health needs. The program serves as both a diversion to psychiatric hospitalization, and/or a step-down from hospital or out of state residential treatment centers for those not able to return to living with their family. The program provides youth with consistent psychiatric consultation as well as psychosocial, educational, and vocational training to improve each youth’s functioning.

Supportive Apartment Services (SAS)
The Supportive Apartment Service (SAS) is a community-based residential program serving males and females from 17 to 21 years old with chronic and/or severe mental health needs. The program serves youth stepping down from out-of-state placements or higher levels of care through “apartment style” living focused on developing independent living skills while managing mental health symptoms.
