The organization is overseen by a twenty one member Board of Directors made up of individuals from public, private, and low-income sectors of the local area. CAPIC's housing services are available to the residents of East Boston through their local program, and twenty-five other communities regionally, as well as Weatherization services to eighteen local communities. CAPIC's mission is to promote self-sufficiency and provide assistance to those who are economically and emotionally struggling.
